Here's what drivers need to know.
WASHINGTON — A D.C. Police officer is being laid to rest on Thursday. Lieutenant James Black passed away earlier this month following a medical emergency. He was not on duty at the time. A Silver Spring native, Black served the Metropolitan Police Department for 27 years.
Black was remembered in his obituary as a dedicated officer and a master storyteller with a sharp sense of humor.
